Plans and billing

This section exists as a placeholder so its absence is deliberate rather than an oversight.

Baseout’s plan and billing surface is not built, and the plan model is not settled: two different tier lists appear in the project’s own specifications, and the metered limits, add-ons and checkout flow are specified but unimplemented. Documenting any of it now would mean publishing numbers that are going to change.
